Social Worker”（PSW）から“Mental Health Social worker”（MHSW）への名称変更の妥当性について、「社会福祉士」とは別建てで制度化した精神保健福祉士法（P法）制定時の根拠に焦点化したうえで、ごく基本的な事項の整理検討を行うことを目的としている。名称変更についてはむろん様々な意見があるものの、その契機として総じていえることはすなわちPSW の活動領域が「メンタルヘルス」領域全般に拡大しているという点である。この点は名称変更に対する是非とは別に概ね肯定的に了解されていた。この点をふまえたうえで、P法制定の経緯、及びその根拠について当時の厚生省の見解をもとに整理を行った。P法制定議論のなかで「求められていた人材」とはすなわち「医師、看護婦等の医療関係の有資格者」しかいない精神病院において「病棟を離れて病院内外を行き来するパイプ役として精神障害者の社会復帰を支える専門職種」、「精神障害者の社会復帰のために必要な医療的なケア以外の支援を行う人材」であった。またその「対象」は、「社会福祉士」との「住み分け」を意識されたうえでの、主に精神科病院に入院しているか、あるいは地域において生活しているかに関わらず「社会復帰の途上」（社会復帰を遂げていない）にある精神障害者であった。さらにその「業務の範囲」は、あくまで「社会復帰の途上」にある精神障害者が主として治療／支援を受けていることが想定される精神科病院、社会復帰施設、そして保健所等の行政機関が想定されていた。協会によるMHSW への名称変更の根拠の一つとして、精神保健福祉士の業務が「医療的支援」及び「メンタルヘルス課題をもつ国民」全般に対する領域にまで「拡大」してきている点があげられているが、当時の厚生省が明言しているように、少なくともP法制定時の議論ではメンタルヘルスは国家資格としての「精神保健福祉士」の活動領域としては想定されていなかった。その後、2010（平成22）年の障害者自立支援法改正の一つとしてP法改正がなされたが、本改正に至るP法改正検討会では精神保健福祉士の領域拡大がうたわれており、結果的に従来役割に「精神障害者の地域生活を支援する役割」が加えられる方向で改正が行われた。すなわち「社会福祉士」とは別建てで必要とされた精神保健福祉士は端的に「メンタルヘルス」領域における「ソーシャルワーカー」となったのである。P法制定時の経緯とともに「社会福祉士」との「住み分け」の課題を棚上げしたうえで、現時点におけるPSW
